Denys Kovryzhenko, the ALIs Director of Legal Programs, prepared a document that demonstrates how different methods for allocation of the single member districts between 27 administrative regions in Ukraine can be used for 2012 parliamentary election. In particular, the districts can be allocated based on the highest remainders method, Sainte Lague method (currently used in Norway) or dHondt method (currently used in Portugal). However, the CEC may also allocate districts based on 12% deviation in the number of voters in the districts, thus favoring specific parties or MP candidates. Earlier, the Civic Consortium for Election Initiatives released a statement suggesting to use the highest remainders method to allocate the districts between the regions for 2012 election. To date, the highest remainders method has been remaining the most popular method to allocate the districts between the regions in the European states it is used, inter alia, in Albania, Austria, Bulgaria, Denmark, Estonia, Finland, Italy, Latvia, and Spain. The prepared document also suggests, that if the highest remainders method is used by the CEC, the number of districts in some regions should be increased in comparison to 2002 parliamentary election, while in some regions the number of districts should be decreased to ensure equal regional representation in the legislature.
